Small Patterns is a Beirut-based content marketing agency that Dubai and UAE brands hire when content has to pay for itself. We plan and produce Arabic and English ads, UGC-style video, VSLs, short-form video, influencer campaigns and articles for search, and measure them on sales in dirhams. Our creative strategy and production took The One Device, a US wearable brand, from $0 to $450K in Meta sales a month at a 3.1x return on ad spend.

At a glance

  • Beirut-based, with no Dubai office: we work with UAE brands remotely, with budgets and reports in AED.
  • Arabic and English: the key ads are made in both, cast and written for the people who actually buy.
  • Since 1 February 2026, creators who advertise in the UAE need an Advertiser Permit. Check it before you pay.
  • Proof: Bokitta’s Arabic and English creatives returned about 9x on ad spend, $140K in sales on $15.7K.
  • Articles in both languages, written for Google search and its AI answers, which now work in Arabic.

What’s included

A content plan for two languages

We map who buys (Emirati or expat, which community, which language), then decide which pieces need Arabic, English or both and which angle each audience gets. In a city this mixed, one ad for everyone rarely wins.

Ad creatives built to be tested

Static ads, UGC-style video and VSLs for Meta and TikTok, made in rounds of genuinely different concepts. Meta’s guidance is to show the key message and the brand in the first 3 seconds, in 4:5 for feed and 9:16 for Stories and Reels, so we plan both sizes from the start.

Short-form video and creator content

Reels and TikToks with creators who look and sound like your buyer, briefed with the permit check, disclosure and usage rights, so the best posts can also run as ads.

Articles for search and AI answers

Arabic and English articles that answer the questions your buyers search, written from first-hand product knowledge, which is what Google’s guidance on people-first content asks for. A clear answer near the top also gives Google’s AI Overviews something to quote, though nobody can guarantee a citation.

What works for content in Dubai and the UAE

Creators need a permit, and brands are expected to check

Since 1 February 2026, anyone advertising on social media from the UAE, paid or free, needs an Advertiser Permit (promoting your own business from your own account is exempt), and organizations must verify that the creators they work with hold one. Fines for advertising without one start at AED 10,000. Visiting creators can get a three-month permit through a licensed UAE agency. The permit was launched by the UAE Media Council, whose role passed to the new National Media Authority in December 2025. We ask for the permit number before a UAE creator is booked and put it in the contract.

Filming an ad in Dubai needs a permit too

The Dubai Film and TV Commission is the only body that licenses filming for commercials in the emirate, internet commercials included. The application fee is AED 520, and filming without permission can cost AED 25,000. So test an idea with statics or existing footage first, and pay for a permitted shoot with a licensed production house once the angle has proven itself.

Two languages, and an audience that skews male

Arabic is the official language, shop and road signs are in Arabic and English, and expatriates outnumber Emiratis, with Indians the largest foreign community. Ad audiences skew male: men make up 73.2% of the adults Facebook ads reach in the UAE, 66.0% on Instagram and 67.1% on TikTok. A brand that sells to women needs creators, language and angles chosen for a smaller audience than the headline numbers suggest.

Arabic articles have less to compete with

Arabic is the content language of 0.6% of the websites W3Techs tracks, against 49.5% for English. Google’s AI Overviews have worked in Arabic since May 2025, and AI Mode since October 2025. A useful Arabic article often has fewer pages to beat than its English twin.

How we work

  1. Free audit. Your ads, organic posts and site articles: what’s running, in which language, and what each piece has sold.
  2. Audience and language map. Who buys, in which language, and which angle each group gets, with budgets and targets in AED.
  3. Briefs and permits. A brief for every piece. For UAE creators the permit number goes in the contract, and any Dubai shoot is planned with a licensed production house and its permit.
  4. Produce and test. Rounds of different concepts in Arabic and English, each given enough budget to be judged on cost per sale.
  5. Scale and publish. Winning ads get variations and budget, and the angles that sell become articles, so ads and search feed each other.

FAQ

Do influencers in the UAE need a permit to post ads?

Yes. Since 1 February 2026, anyone advertising on social media from the UAE needs an Advertiser Permit, whether the post is paid or free, and businesses are expected to check that the creators they hire hold one. Ask for the permit number before you pay, and put it in the contract.

Should UAE content be in Arabic or English?

For most consumer brands, both. Arabic is the official language and signs are bilingual, while expatriates outnumber Emiratis, so many of your buyers may read English first. We make the key ads in both and let cost per sale decide where the budget goes.

How much does content marketing cost in Dubai?

It depends on how much you need: copy, video, creators and their permits, plus the ad spend to test it all. Typical agency ranges are in our Dubai agency cost guide; we quote after the free audit.

Can you get our articles into Google’s AI Overviews?

No one can promise that. Google says AI Overviews and AI Mode have no extra requirements beyond being indexed and eligible for a snippet, and its guidance favors people-first content that shows first-hand expertise. We write articles that answer one question clearly and early, which gives them a fair chance in both.

Do you have an office in Dubai?

No. Small Patterns is based in Beirut and works with Dubai and UAE brands remotely, on WhatsApp and video calls, with budgets and reports in AED. Dubai shoots go through a licensed local production house.
