Social Media Agency for Dubai Brands
Small Patterns is a social media agency that Dubai and UAE brands hire for content, community management, influencer campaigns and paid social that sells. We run Instagram, TikTok and Facebook in English and Arabic, plan budgets in dirhams, and work from Beirut: we have no Dubai office. For Makaan Student Living, Meta and TikTok lead ads sold out an entire accommodation in one month, with AED 500K in bookings.

At a glance
- Content, community management, creators and paid social in one plan, in English and Arabic, judged on leads and sales in AED.
- Anyone posting ads on social media in the UAE, paid or unpaid, has needed an Advertiser Permit since 1 February 2026. We check it before we book a creator.
- UAE ad audiences skew male: men are 73.2% of Facebook’s adult ad audience and 66.0% of Instagram’s.
- Proof: Makaan’s Meta and TikTok lead ads brought AED 500K in bookings in a month; Bokitta’s Arabic and English creatives returned about 9x their ad spend.

What’s included
Six parts, planned together, so the posts, the creators and the ads say the same thing to the same audience.
- Audience and language plan. Who buys, which community they belong to, which language they scroll in and which platform reaches them. Arabic and English versions are standard, and creative is tested per audience.
- Content. Reels, TikToks, Stories and carousels, scripted to hold attention in the first two seconds and captioned for people watching on mute.
- Community management. Comments and DMs on Instagram, TikTok and WhatsApp answered in English or Arabic, with prices in AED, and each conversation logged to a lead, a booking or a sale.
- Influencer and creator campaigns. Permit-checked creators, one brief, coordinated posting windows, a code or link per creator, usage rights agreed up front, and the best posts run as partnership ads from the creator’s own handle.
- Paid social. Meta and TikTok campaigns built for sales or leads, including TikTok lead ads with an in-app Instant Form, which suit considered purchases such as housing, courses and clinics.
- Reporting in AED. Cost per lead, booking or sale every week, against the target your margins allow.
What works on social media in Dubai

Dubai has the reach of a global city and the rules of a regulated media market. Four things shape every UAE plan we write.
Big audiences, mostly male
Facebook’s ad tools reach 9.70 million people in the UAE, Instagram 8.05 million (up 16.7% in a year) and Snapchat 5.13 million. Men make up 73.2% of Facebook’s adult ad audience, 66.0% of Instagram’s and 67.1% of TikTok’s, so a brand that sells mainly to women is working with a smaller pool than the headline numbers suggest. TikTok reports 12.5 million adult users, 134.6% of the UAE’s adults, which can’t all be real people, so we plan on test results.
One city, many audiences
Arabic is the official language, shop and road signs are in Arabic and English, and expatriates outnumber Emiratis. Indians are the largest foreign community, followed by Pakistanis and Bangladeshis. One English ad for everyone rarely wins: the offer, the creator and the language often need to change by audience. Bokitta’s campaign ran on Arabic and English creatives.
Creators need an Advertiser Permit
Announced by the UAE Media Council in July 2025 and mandatory since 1 February 2026, the Advertiser Permit covers anyone who publishes advertising on social media in the UAE, paid or not; people promoting their own business are exempt. Residents’ permits last a year and are free for the first three years. Visiting creators get a three-month permit through a licensed agency. Brands are expected to check that the creators they hire hold one, and posting without a permit can mean a fine of AED 10,000. The National Media Authority has since taken over the council’s role.
The calendar sets the price of attention
Ramadan, Eid and the Dubai Shopping Festival pull every retailer into the same feeds at once. The 32nd festival runs from 4 December 2026 to 17 January 2027, so creators, creative and offers for it should be booked weeks ahead, not the week it opens.

How we work
- Free social media audit. Your profiles, ads and creator posts, and how your DMs handle a buyer’s first question.
- Targets in AED. The most you can pay for a lead or a sale, worked out from your margins with our free Target CPA Calculator. The dirham is pegged at 3.6725 to the US dollar, so dollar benchmarks convert cleanly.
- Audience, language and creator plan. Who we speak to, in English and Arabic, through which creators, with every permit checked.
- Launch and test. Content tested organically, winners funded, and lead forms or chats wherever the buyer wants to talk before paying.
- Weekly review. On WhatsApp or a video call: cost per result in dirhams, budget moved to what sells, next month’s content built from what won.
FAQ
How much does a social media marketing agency in Dubai cost?
It depends on video volume, community management and influencer work. Ad spend and creator fees are separate bills. Our Dubai agency cost guide breaks the prices down by service; the free audit gets you a number for your business.
Do influencers in the UAE need a permit?
Yes. Since 1 February 2026, anyone who publishes advertising on social media in the UAE, paid or unpaid, needs an Advertiser Permit, unless they are promoting their own business. Visiting creators need a three-month visitor permit through a licensed agency. Ask for the permit before you book a creator; we do that for every creator we work with.
Is TikTok worth it for Dubai brands?
For many, yes: Makaan Student Living’s Meta and TikTok lead ads sold out an entire accommodation in a month. Plan on test results rather than TikTok’s reach estimate, which counts 12.5 million adult users in a country with fewer adults than that.
Do you run social media in Arabic and English?
Yes. We plan Arabic and English versions as standard and test them against each other on cost per lead or sale. Bokitta’s campaign ran on Arabic and English creatives and returned about 9x its ad spend.
Do you have an office in Dubai?
No. Small Patterns is based in Beirut and works with Dubai and UAE brands remotely, over WhatsApp and video calls, with budgets and reports in AED. We run campaigns for brands in the UAE, Saudi Arabia and Lebanon.
