How Much Does a Digital Marketing Agency Cost in Dubai? (2026)

Back to the blog

A digital marketing agency in Dubai typically costs AED 2,000 to AED 15,000 a month for a single service such as social media or Google Ads management, and AED 7,000 to AED 50,000+ a month for a full-service retainer, based on the prices Dubai agencies publish. Ad spend is paid on top, straight to Google, Meta or TikTok, and a VAT-registered agency adds 5% to its fee.

Key takeaways

  • Single-service retainers in Dubai mostly run AED 2,000–15,000 a month; full service runs AED 7,000–50,000+. These are market ranges, not Small Patterns’ prices.
  • Ad spend is a separate bill. Management fees are usually a flat monthly fee or 10–25% of spend.
  • UAE agencies registered for VAT add 5%. Hire from abroad and a VAT-registered business accounts for the 5% itself under the reverse charge.
  • On Clutch, 27 of 43 UAE digital marketing agencies that show an hourly rate charge under $100 (about AED 367).
  • Set your budget from your target cost per acquisition, not from a package menu.

The spread is wide because “social media management” can mean seven static posts a month or a studio shooting Reels, answering DMs and running ads. Check what’s excluded: Codelattice’s social packages, for example, price ad management as a separate line.

Hourly rates and minimums on Clutch

For a second view, we tallied the first page of Clutch’s UAE digital marketing listings on 27 October 2026: 50 agencies, of which 43 show an hourly rate.

So 27 of 43 bill under $100 an hour. Of the 46 that list a minimum project, 25 start at $1,000 (about AED 3,670), 14 at $5,000 (about AED 18,360) and 7 at $10,000 or more. For comparison, Clutch’s global pricing guide says most digital marketing agencies on the platform charge $25–$49 an hour and most reviewed projects land between $10,000 and $49,999.

The five pricing models, and who each suits

Monthly retainer

A fixed fee for an agreed scope of posts, campaigns and reports. It suits steady, ongoing work like social media and SEO, and it’s only as good as the scope it lists. Digital Gravity’s guide says Dubai agency contracts typically run 3 to 12 months.

Percentage of ad spend

Standard for paid media: published Dubai figures run from 10–20% of spend (SEO Sherpa, Digital Gravity) to 15–25% (Prism). It tracks workload as budgets grow but also pays the agency more for spending more, so pair it with a cost-per-result target. Some agencies slide the rate: Codelattice charges AED 1,000 flat on budgets up to AED 5,000 a month, 20% between AED 5,000 and 10,000, and 5% above that.

Project fee

One price for one deliverable with a finish line: a website, a brand identity, a launch campaign. Red Spider’s published ranges put a brochure site at AED 5,000–15,000 and an e-commerce build at AED 25,000–50,000+. Red Spider prices hosting and maintenance separately, so ask what happens after launch.

Setup fee

A one-time charge for audits, tracking, account structure and first creatives. Codelattice, for example, lists a setup fee on top of its ad management fee. It’s fair when it buys real work, such as conversion tracking or a product feed, so get the deliverables in writing.

Performance-based

Pay per lead, per sale or a revenue share. It sounds ideal, but it only works when tracking is airtight and both sides agree in writing on what counts as a lead or a sale. Expect a base fee or a say over the landing page in return, because results also depend on your pricing, stock and sales follow-up.

Ad spend is a separate bill

The fee pays the agency; the ad spend pays Google, Meta or TikTok. Clutch’s pricing guide notes that ad costs aren’t included in agency fees, and Prism’s guide makes the same point for Dubai. Digital Gravity puts Dubai businesses’ Google Ads spend at AED 3,000 to 100,000+ a month, so a fee quoted without a spend assumption tells you little.

Keep the ad accounts in your company’s name. For what clicks cost, see our guide to Google Ads cost in the UAE.

VAT on agency fees in the UAE

The UAE’s VAT rate is 5%, in force since 1 January 2018. Under the Federal Tax Authority’s rules, a business must register once its taxable supplies and imports pass AED 375,000 a year, and may register voluntarily above AED 187,500. In practice:

  • A VAT-registered Dubai agency adds 5% to its invoice, so a AED 10,000 retainer costs AED 10,500.
  • A freelancer below the mandatory threshold may not be registered, so no VAT appears on the invoice.
  • An agency based outside the UAE won’t charge UAE VAT. Under the FTA’s public clarification VATP044, a business buying services from abroad with a UAE place of supply accounts for the VAT itself (the reverse charge), and can generally recover it as input tax if it makes taxable supplies.

Ask whether every quote is VAT-inclusive, and confirm the reverse-charge treatment with your accountant.

Agency vs freelancer vs in-house

Compare the cost of covering every skill you need (strategy, media buying, creative, copy, tracking), not one fee against one salary.

OptionTypical cost (AED)Best for
Freelancer1,000–5,000/month (Digital Gravity); copywriters 0.8–2 per word (AUN Digital)One channel, a clear brief, and someone in-house to manage them
Agency2,000–15,000/month per service; 7,000–50,000+/month full serviceSeveral channels, constant testing, no hiring risk
In-house hire (monthly salary)SEO/PPC/SEM specialist 18,000–24,000; social media executive 20,000–28,000; digital marketing manager 36,000–45,000 (Hays)High, steady volume and daily brand control
Sources: Digital Gravity (2026), AUN Digital (2025), Hays GCC Salary Guide 2025 (salaries as of Q4 2024).

Hays builds its ranges from its own listings, offers and candidate registrations, so treat them as the corporate end of the market. Even so, a three-person team (a PPC specialist, a social media executive and a designer) at Hays’ averages costs about AED 67,500 a month in salary alone, before visas, insurance, tools and management time.

What pushes the price up or down

  • Channels and markets. Every extra platform, emirate or GCC country adds campaigns, creative and reporting.
  • Languages. Arabic and English versions mean separate copy, design variants and checks.
  • Content volume and video. Social Hype’s Instagram tiers go from AED 5,999 to AED 7,999 a month as output rises from 12 to 18 posts and adds Stories and DM management.
  • Industry. Digital Gravity’s guide puts typical monthly budgets at AED 3,000–15,000 for local services against AED 15,000–80,000+ for real estate.

Red flags in an agency quote

  • Guaranteed rankings or guaranteed ROAS. Google’s own guidance says no one can guarantee a #1 ranking on Google.
  • You don’t own the ad accounts. Google’s third-party policy expects partners to be honest and transparent about costs and expected results. If you can’t see spend and results in your own account, you can’t check either.
  • A fee with no scope. No post count, no ad management line, no reporting schedule.
  • A percentage of spend with no cap, while the agency also decides the budget.
  • A long lock-in with no performance exit.
  • Reports full of reach and impressions, with no cost per lead, cost per sale or revenue.

We go through the questions to ask before signing in our guide to choosing a marketing agency; they apply in Dubai as much as in Beirut. And if you have a quote on the table and want a second opinion, send it to us on WhatsApp. We run campaigns for brands in Lebanon and the GCC, and we’ll tell you whether the scope matches the price.

How to set your budget from a target CPA

Start from what a customer is worth, not from a package. Your breakeven CPA is the most you can pay to win a customer before the first order loses money; your target CPA sits below it so there’s profit left.

  1. Work out breakeven CPA: average order value minus cost of goods and shipping (adjusted for returns). Our free Target CPA Calculator does it in a minute, and this guide explains the formula.
  2. Pick a target CPA below breakeven.
  3. Multiply the target CPA by the customers you want each month. That’s your ad spend.
  4. Add the agency fee (plus VAT, if you can’t recover it) and check the total per customer still sits under breakeven.

Worked example (illustrative numbers): an online store with an AED 400 average order, AED 175 cost of goods and AED 25 shipping has a breakeven CPA of AED 200. Targeting AED 140 per order and 100 orders a month means AED 14,000 in ad spend. A AED 4,000 management fee plus 5% VAT (AED 4,200) adds AED 42 per order, so the all-in cost is AED 182 per order: still under breakeven, but with a much thinner margin than the ad dashboard suggests.

If the all-in number lands above breakeven, raise order value, lower the fee, or accept fewer orders while the account learns. It’s the same math we run before scoping any engagement, including for Dubai and UAE brands.

FAQ

Is ad spend included in a Dubai agency’s fee?

Usually not. The management fee pays the agency, and the ad spend goes to Google, Meta or TikTok, normally charged to your own card or invoice. Some packages bundle both, so ask for the split in writing.

Do Dubai agencies charge VAT?

Agencies registered for UAE VAT add 5% to their fees. Registration is mandatory once taxable supplies pass AED 375,000 a year, so some freelancers and very small studios won’t charge it.

What’s a sensible minimum budget for an agency in Dubai?

Digital Gravity’s guide suggests about AED 5,000 a month as an SME minimum, and just over half of the UAE agencies on Clutch’s first page that list a minimum accept projects from $1,000 (about AED 3,670). Below that, a freelancer or a tightly scoped project is usually better value than a retainer.

How long are agency contracts in Dubai?

Digital Gravity’s guide says 3 to 12 months is typical. SEO deals sit at the longer end because results take months: Social Hype, for example, tracks its SEO packages over 3 to 8 months.
